TRAINING CANVAS: Courses and Activities:

A number of courses are conducted in the Institute every year. Amongst these the Accounts Clerk Course, Sub- ordinate Accounts Course-I and Sub-ordinate Accounts Course-II are essentially knowledge centered. The professional programmes are fundamentally finance oriented and the In-Service Courses are mainly directed towards enhancement of knowledge regarding financial management and capabilities of officers and officials of various departments.

The Training Programmes:

2) Refresher training courses for the officers/officials of various departments.

The Backdrop:

In a dynamic and increasingly interconnected world, professional development is the sine qua non for leadership and a successful career in public service. The capability to become instruments of change requires intense curiosity and willingness to explore, depth of knowledge, specific skill sets and strength of character to translate vision into action..

Looking at the balance sheet of India's tryst with democracy and development during the past six decades, the picture that emerges is rather mixed. While the higher Civil Services, by and large have lived up to the vision of our founding fathers in institutionalizing democracy, a lot remains to be done.

The challenge before us is to craft open, responsive, effective and vibrant officers/officials of the government system by injecting professionalism, skills, competencies and right attitudes amongst its member. This can only be achieved through quality training aimed by creating officers with depth of character, breadth of vision and requisite skills to deliver on the tasks bestowed on them.

Training Methodology:

The effort of the Institute is to help create officers who command respect by performance. To ensure that academic curriculum is relevant, it is periodically reviewed and updated. This is done by consultations feedback of the participants, internal review and recommendations of the Committees set up by Government.

Conventional classroom teaching methodology is not always effective to make an impact on attitudes and values of trainees. Hence, diverse pedagogy is used. Most courses operate on a modular structure, whereby relevant themes are chosen and dealt with, in a consolidated manner to ensure that all major aspects relating to them are covered.

The predominant teaching method comprises lectures which are supported by seminars, case studies, films, management games and role play exercises. The institute also uses the "flipped classroom" method in sessions where the Officer Trainees have some prior basic knowledge. This training aims to facilitate in the improvement of the leadership and competencies required for field officers to work with people of diverse social and economic backgrounds.

Continuous Professional Education is a necessity for all Finance officers/officials.The Institute organizes training courses for new/serving officers/officials based.

TRAINING OF JR. SCALE ACCOUNTS OFFICER TRAINEES

OBJECTIVES:

Aim for Officer Trainees acquiring right ethics and Officer Like Qualities (OLQs) Impart theoretical knowledge on carefully selected subjects. Create awareness, through On the Job Training (OJT), about skill requirements The wide mandate of the Finance Department requires the officers of Accounts Services who occupy the senior positions in various departments / corporations / Autonomous bodies & in the Accounts and Treasuries Department to acquire professional skills of the highest order in accounting, auditing and governance. The dynamic nature of the department mandates the officers to imbibe the best professional practices in discharge of their responsibilities. The institute is the nursery where these professional skills are imparted and updated.

The Officer Trainees (OTs) join the Institute for professional training after their Foundation Course at JKIMPA &RD. The professional training, spanned across 2 Years, consists of (a) Subordinate Accounts Course-I (1 Year) – 6 months theoretical training and grooming of trainees into professionals, (b) 6 months– practical training in various offices, of the Government and (c) Subordinate Accounts Course-II (1 Year) – reinforcement of training after the practical training and before their posting to the field as Accounts Officers in various departments/corporations/ Autonomous bodies/Treasury officers . These training components have been elaborated below.

Subordinate Accounts Course-I:

The objective of Subordinate Accounts Course-I training, consisting of two parts, is to impart theoretical knowledge on accounting, auditing and personnel administration. Consisting substantially of classroom sessions on different subjects based on already devised syllabus, this phase also focuses on development of interpersonal skills and personality development through sports, culture and other extracurricular activities. Another important objective of this training is to expose the Officer Trainees to the societal concerns, a necessary input in the formation of a public servant. The subjects covered in Semester-I include Noting, Drafting & soft Skills, Civil Service Regulations and Service Laws, Financial Rules and regulations and Commercial Accounting. The Officer Trainees are also expected to participate in various programs organized by the Institute.

Practical Training:

This period combines 'Learning by Seeing' and 'Learning by Doing'.

The Officer Trainees seek to understand the following issues during their attachment with each Department

  • 1. Organizational structure, roles and responsibilities.
  • 2. Basic understanding of Acts and Rules
  • 3. Office procedures including understanding a file, methods of noting/ drafting, preparation of office orders and movement of files etc..
  • 4. Budgeting and Audit for understanding the procedure and sequence of resource allocation, guidelines for expenditure, financial powers vested with officials and audit.
  • 5. System of programme implementation, monitoring and reports.
  • 6. Shortcomings or problems.

The key elements of Practical Training are a combination of the following: Attachments in the various offices: A principal cornerstones of practical training has been "learning by seeing". Subsequently, around 24 weeks are allocated for a series of attachments with various offices. This is prescribed by the Director/Principal under the supervision of the various officers who play an important mentoring role during practical training. The on-the-job part of training which lasts for around 6 months attempts to bridge the gap between theory and practice. The Officer Trainees are attached to various offices of the Govt. across the UT.

At the end of 24 weeks Practical training in various offices, the trainees return to the Institute for their Part -II of the training. The training is aimed at imparting a detailed and holistic understanding of the working of the offices in the Union Territory. It also serves as an opportunity to understand the dynamics of working with the various wings of the Government and the role of the department in the process of governance. Apart from the individual knowledge gained, the experience sharing sessions at the end of different components serve as a forum for collective learning and debate about issues in the field. The on-the-job training is a crucial part of the process by which an Officer Trainee emerges as an officer.

Subordinate Accounts Course-II (1 Year)

The end of the Practical training marks the beginning of SAC-II training following the sandwich pattern of training. The Officer Trainees return to the Institute to share their experiences and to brainstorm creative solutions and innovative ideas to tackle field issues. The subjects in SAC-II are Indian Financial System, Auditing, Principles and Practices, Budget and Advanced Commercial Accounting. The lectures, activities and assignments in SAC-II are oriented toward consolidating and reinforcing the knowledge and experience of audit and accounting functions gained during Phase I and on-the-job training. Issues like administrative and personnel issues that are likely to confront the trainees once they take charge at various offices at the end of the training are also discussed. The focus is on exchange of ideas and experiences through the medium of group presentations, case studies and discussions. Continued emphasis is placed on fostering leadership qualities in the trainees

This phase consists of two parts- Theoretical and Practical

In the first part spanning over 24 weeks, theoretical concepts with respect to the understanding of various financial and accounting laws are imparted to the officer trainees. This phase of interactive learning is supplemented with special sessions with distinguished experts from within and outside the Government and exposure visits to various offices within the UT . This prepares them for problems and situations they will face in the initial years of their career. They seek more enduring solutions to administrative / Financial issues and challenges.

In the second part spanning over 24 weeks the officer trainees are attached/ posted in offices to give them a taste of the ground level realities and understand the working of the finance department in general and treasuries and accounts in particular. Independent charges: Another important, cornerstone of the training is the maxim "learning by doing" (SAC-II Practical Training). Officer Trainees are expected to hold independent charges of positions. Sometimes the trainees are also given the independent charges of various offices. The premise here is that this allows Trainees the independence to work and thereby get hands on experience and understanding of the working of subordinate offices which facilitates them to hit the ground running on completion of probation.

Phase II sets itself the following objectives:

  • 1. To analyse individual and collective experiences of previous Practical Training through a process of structured reflection,
  • 2. To understand the imperatives of working as field officer and for improving public service delivery,
  • 3. To improve administrative, managerial and ICT skills along with practical application of laws/rules in the offices.

The importance of physical fitness in leading a life of health, vitality, and peace continues to be reiterated with the morning physical fitness regime which remains compulsory.

The Institute has instituted the Scheme of Award of Medals and Certificate starting from the batch in recognition of holistic performance of the trainees based on a system of continuous assessment. The three best trainees are felicitated at the valediction ceremony. The valediction marks the end of Phase II after which the trainees proceed to take charge at their respective stations as Accounts officers and Treasury officers

Cultural and Sports Activities

All-round development of the personality of the Officer Trainees is the prime objective of training in the Institute. The Officer Trainees participate in various cultural and sports activities which provide an excellent medium to the Officer Trainees for self-expression and development. Officer Trainees generate activities which are not only entertaining but also lead to their self exploration. All the Officer-Trainees are expected to participate actively and make full use of the facilities according to their taste and disposition.

The Director's Nominee/ Faculty provide necessary guidance and assistance in the successful conduction of these activities. Faculty members are invited to join the Officer Trainees in all such activities.

Sports, Athletic Meet & Outdoor

Attainment of physical fitness is an essential element of an officer's personality development. The course seeks to usher Officer Trainee into the world of physical fitness with a view to ensure that it becomes an inseparable part of their daily routine for the rest of their life. "A healthy mind in a healthy body" should be the guiding motto of their wellness regime hereafter.

There are several outdoor activities as part of the course inputs. Officer Trainees have the opportunity to play various games. Officer Trainees are required to participate in a Athletics Meet wherein they get a chance to display their athletic powers. Officer Trainees are required to participate in an extra-curricular module, where trainees pick up skills such as photography, games, Music etc.

Workshops, Seminars and Refresher Courses

In addition the institute organizes seminars/workshops/specialized/refresher courses in specific subject areas for Drawing and Disbursing Officer's and Dealing assistants of various departments. A number of civil servants, experts, academicians are invited to participate in these seminars and workshops. In addition, the institute also conducts courses in emerging areas of financial administration to upgrade and sharpen skills of its faculty, as well as that of officers and officials of various departments.

Accounts Clerk Course:

The Institute also imparts training to the newly appointed Accounts Assistants. They are provided training of complete one year where 6 months, they are given knowledge about the theory subjects. The subjects for Accounts Clerks Course are Noting, drafting and soft skills, Civil Service Regulations and service laws, General Financial Rules and Commercial Accounting. The trainees are imparted in-depth knowledge of all the rules and regulations, Accounting concepts, drafting etc. so that they perform their roles in the various offices well within the framework of allotted tasks and responsibilities. The theoretical training helps in strengthening the knowledge base of all trainees and also enhances the efficiency and effectiveness of the trainees.

6-month Practical Training: The trainees are deputed to various offices of the UT to have firsthand experience of the practices followed in various offices. Practical Training of 6 months in offices is of immense importance and trainees are exposed to real life situations and working in the office which helps them have an edge when they are posted in the offices after completion of one year course.

The trainees after completion of one year course are fully conversant with the financial rules, regulations and official working and are competent professional finance officials who can handle the accounting work efficiently. They also contribute towards overall improvements in the financial management of the offices and ensure financial discipline in the departments where they are posted.

Assistant Compilers/ Compilers of Fund Organisation

The officials appointed to the service as Assistant compilers are required to undergo training during the cause of service and have to pass the departmental examination. The necessary training to Assistant Compilers/ Compilers is also imparted by this institute wherein they are trained to deal with maintenance of the G P Fund accounts of the Government employees. They are trained in various areas of work of the Funds Organization like Compilation, posting, Final Refund Cases, SLI accounts etc, They are also trained regarding the software used by the Funds Organization in maintenance of the GP Fund Subscription of the employees. The training is imparted by Senior Instructors, Instructors and Resource persons from Fund Organization/ NIC. This helps the trainees to have an overview of the Funds organization and various procedures/ working involved in maintenance of the Fund accounts so that the human resources are synergized and they perform their duties efficiently and effectively. They are trained to operate the software and also made aware of the changes made in it so as to keep them updated and abreast with the latest technology.

Accountancy Training to Employees dealing with Accounts work of various corporations, Public Sector Undertakings & Autonomous Bodies:

The Institute since April, 2014 also imparts Accountancy training to the employees of Corporation, Public Sector Undertakings and Autonomous Bodies who are sponsored by their organizations only against as fee which has to be deposited in advance. The detail of the training courses is as under:
